It depends on the type of wheel you have and how they were made.
One piece cast wheels should not be repaired. Any damage to the wheel may have affected the structural integrity of the wheel making it unsafe. It might be tempting to weld or use some sort of sealer for a minor leak but it's not considered safe.
Most multi-piece wheels are repairable with the ability to change out barrel components.
